Having served twice as U.S. assistant secretary of the Navy for manpower and reserve affairs, the Honorable Franklin R. Parker was responsible for the full spectrum of policy for Sailors, Marines, civilians and their families. A practicing attorney and former BAE Systems senior counsel, Parker also held senior roles at the Maritime Administration. Mr. Parker is a graduate of Yale University, Stanford Law School, and Harvard University’s John F. Kennedy School of Government. He is a recipient of the Department of the Navy’s Meritorious Public Service Award and is a three-time recipient of the Department of the
Navy’s Distinguished Public Service Award, which is the highest public service recognition awarded by the Secretary of the Navy.
